Strict frontier-readiness flag. It is false for every pair today, so it is NOT sufficient on its own to decide a route is usable.

strict_frontier_readiness object

The evidence-gate detail. A route is user-actionable only when it has passed the strict readiness gate (missing_gates empty). estimate and transfer hard-gate on this and return 409 ROUTE_NOT_FRONTIER_READY otherwise.
